Policies about financial subsidies:

1.Financial policies about compensation of interest

The district financia1 department will grant a discount of 6% of the total investment to investments in infrastructure construction in Jingshanzui Industry Zone.

2.Favorable terms on contract taxes

If in this district, houses are bought for manufacture or management activities by a foreign investor or investor from outside the district, a contract tax of 3% should be paid, in which 50% will be given a discount by the government, thus the actual tax rate is l .5%. If in this district, houses are build for manufacture activities by private enterprises for manufacture or commercial activities, as the regulation goes, a contract tax of 3% should be paid, in which 50% will be given a discount by the government, thus the actual tax rate is l .5%. If in this distinct, houses are built for manufacture activities by private enterprises, contract tax for the new houses wi1l be waived. However, if the right to use the land belongs to the entireness, a contract tax of 3% should be paid for the 1and in use, in which 50% will be given a discount by the government, thus the actual tax rate is l.5%.

Preferential policies about collecting fees:

1. Waiver of fees on some items.

Fees on the following items of foreign investment will be waived: fee for joint defense for public security, deposits for greening construction, construction fee for public defense projects, monitoring fee for environmental protection, managerial fee for non-local labor, applying labor managerial fee for non-local labor, managerial and service fee for non-local floating population, certificate fee for processing abilities, etc.

Fees on the following items of domestic investment will be waived: fee for joint defense for public security, deposits for greening construction, monitoring fee for environmental protection, rnanagerial fund for non-local labor, applying labor managerial fee for non-local labor fee for non-local labor, managerial and service fee for non-local floating population, etc.

2. A reduction of 50% on some items.

For epidemic inspection and prevention, the fee wi1l be reduced to half.

Preferential terms on the use of land:

For those foreign investment enterprises which obtain the right to use land through approval rent,  the price of the land for industrial activities for approval renting can be reduced in consideration of their industrial orientation, volume of investment and differences between area sectors, in exception of those regulated by Standard Land Price for Jingshan District, the Announcement of Shanghai Municipal Government for Carrying out the Basic Land Price.

For those Sino-foreign joint enterprises or corporation enterprises in which the Chinese party provides the 1and expropriation, except those nationally-regulated fees as compensation of land, there are favorable terms for fees about land compensation funds, employment of labor pulling-down and removal of old houses. etc.

For those investors from outside the district who obtain the right to use land through approval renting, the price of the land for industrial activities for approval renting can be reduced in consideration of their industrial-orientation, volume of investment and differences between area sector, if not following the standard land price. For those who obtain the right through land expropriation, except those nationally-regulated fees as compensation of land, there are favorable  terms for fees about land compensation fund employment of labor, pulling-down and removal of old houses, etc.
