Infrastructure: Constructive pace of infrastructure in suburbs accelerated continuously with basic traffic network of “one ring, ten radiation” has been formed. An overall construction of suburban expressway network represented by “suburban-ring” is being built, which has framed national and provincial network so as to connect county & town (village). By 2002, more than 42 million kilometers have been constructed, among which 100 kilometers belong to expressway. 100% tap water, 90% lavatories, 86% liquefied or piped gas have been widely used in Shanghai suburbs as well as ISDM telephones, cable television etc.
Town Construction: The experimental construction of “one city, nine town” has started substantially. Songjiang New city is now beginning to take shape together with Gaoqiao town, Pujiang town, Anting town, Zhujiajiao town and Luodian town. Blueprint over one hundred towns has been worked out. With the adjustment of village and town division, blueprint of one hundred towns outside of outer-ring has been developed in order to meet requirement by municipal government. Specialized team has been organized and the particular investigation for the distribution of suburban natural village and family has been made. The management level of the town has been raised and effective management in long term has been formed.
Suburban Eucation
University Education: A number of universities have been established in Songjiang, Nanhui, Minghang and Baoshan. According to the principle of “ set by one plan, install by stage”, first phase construction with an area of 209,100 square meters has been completed in Songjiang university park. Ten thousand students have entered Shanghai Foreign Language University, Shanghai Foreign Trade University and Lixin Accounting College. Total planning area of Nanhui high-tech park is 10,000 mu while 5000 mu of educational area and R & D have been accommodated 16,000 students from Shanghai Aquatic University, Shanghai Electronic Power College, Shanghai Industrial Commercial & Foreign Language College and Shanghai Top Information & Technology College. Universities in Minghang and Baoshan also have undergraduates from Shanghai JiaoTong Univeristy and Shanghai University.
Vocational Education: On Oct. 26, 2002, Shanghai Agriculture and Forestry Vocational Technology College was officially set up. The establishment of this college has upgraded agriculture vocational training so as to have more talented people. Shanghai Agriculture and Forestry Vocational Technology College has been appreciated by the society and 1262 new students have been enrolled.
Adult Education: In autumn 2002, open classes for professional training in suburbs enrolled 4900 students, among which 1723 students are from grass root. In 2002, Shanghai Agriculture Broadcasting School and 12 branches from districts and counties jointly opened the high-professional training with Shanghai Jiaotong University. Established remote-education station with Chinese Agricultural University to implement undergraduate remote training in suburbs. Established professional training with Shanghai TV University to have university degree performed. Established cooperation with Zejiang university to hold master degree.
Compulsory Education: 456 middle schools, 26 vocational schools, 449 primary schools, 570 kindergartens and 20 special schools have been established in Shanghai suburbs, among which 670 schools have met the first or second standard level. 1.24 million square meters school buildings have been newly established with an investment of 1.59 billion yuan. Newly established and renovated schools have become a picture in modern village. Nine-year-compulsory-education has been carried out in Shanghai suburbs. Entrance rate of school children is % while senior school is %.
Green Certificate Training: In 2002, Shanghai suburbs persisted in the combination of agro-adjustment and principle of “practical and effective”, 4044 agricultural trainees have been trained. By now 103,000 from Shanghai suburbs namely one from twelve farm households have obtained green certificates.
Agro-science & Technology
Breed and Seed Agriculture: Annual sales of quality seeds, breeding stock of poultry and young plants exceeded 3 billion yuan. Frozen sperm of Hesidan from Shanghai Dairy Breeding Centre has good market in China. GGP layer of “Xingyang Brown” from Shanghai Xingyang Breeding Centre shares 35% in China market. Low erucic acid rape seed of “Hu You 15” from Shanghai Academy of Agricultural Science became the first one to apply for the national protection. Content of mustard acid and sulphur within this variety has attained international standard and oil content is three to four percentage point higher than the ordinary ones. Output per mu reaches 5% and has extended to more than 8 million mu in Jiangsu, Zhejiang, Anhui and Shanghai.
Agriculture Inspection: Edible fungus quality inspection and supervision testing center (Shanghai) of Ministry of Agriculture in China has passed double certification as well as Shanghai Agro-Eenvironmental Protection Supervising Station. Currently testing species involved in Shanghai Academy of Agriculture Science mainly include: oil & cereal, vegetables, edible fungus, feed & agro-environment. Over 4000 specimens have been tested in 2002.
Agriculture Bio-gene Pool: In July 2002, “Shanghai Agriculture Bio-Gene Pool” was unveiled. Genetic pool of seed, microbiology, plant materials and animal reproductive cell has been established, which can preserve 300,000 species. 30 agriculture experts have been invited as guest professors with 10,000 important micro-plasma have been collected and stored.
Public Health
Network Structure: Shanghai’s suburbs have set up a completed, three-level ( county, town and village) public health system. By the end of 2002, Shanghai’s suburbs now have 64 county or district level hospitals, 24 preventive health care clinics and 127 town level clinics. Each village will have one clinic, among which 93.5% has reached “ first-rate village clinic”.
Medical Care Staff: There are 27,400 medical staff members in county and town level medical care organ, among which 5895 are village doctors with average of 2.82 medical staff in one village. 4593 persons have obtained doctor license or doctor assistant license, accounting 77.9% of the total..
Hygienic Town Establishment: In 2002, two towns have been entitled as “Hygienic Town”. Up till now, 10 towns have become “hygienic towns” successively chartered by the State Ministry of Public Health. 66.4% of first and second level hygienic towns have been created in Shanghai suburbs, among which 50% has won city level.
Culture Facilities: Rural Shanghai is home to 116 cinemas, 14 museums, 14 public cultural centers, 16 district or county-level libraries. Every town now has one or two libraries. In 2002, 1.6198 million books, 2849 dramas and 7231 cinemas have been delivered to the country by the city’s publishing houses, film and television. 4 million people have been benefited. By implementing the spirit of “outline of civilian moral construction”, joint performances have been made to praise those who have done good deeds.
Sports: Municipal Sports Bureau and Municipal Agricultural Commission have jointly published “ regulation (temporal) of sports in Shanghai suburbs” which clarified sports target development in Shanghai suburbs in the coming 5-10 years. Gaoqiao town in Pu Dong New Area took part the National farmers’ yangge dance and have won the third prize. Xingqiao town in SongJiang , Gaoqiao town in Pudong New Area, Huangdu town in Jiangding county, Zhaogang town in Qingpu have obtained the advanced village during 6th “millions of thousands gym activities”. The first Chinese chess in Shanghai’s suburbs was held in JiaDing.Team Huamu in Pudong New Area and Team Maqiao in Minghang have won the male and female championship for “Jiading Cup”. Mr. Xue Qiang in Nanhui and Ms. Shi Qun in Minghang obtained the male gold medal and female gold medal respectively.
Agro-information: Agro-information service platform in Shanghai is composed of “ Shanghai Agriculture Net” and “Shanghai Agro-Tech Hot Line”. Shanghai Agriculture Net was originally established in Mar. 2000, involving 6 main channels and 7 specialized websites, which has successfully released information of agriculture market, technology and policy. By the end of Dec. 2002, accumulated visiting volume has reached 2.16 million people/times with registered member reaches 6730, covering almost every province in China.
Shanghai Agro-Tech Hotline: “Shanghai Agro-Tech Hot Line” was officially opened on August 6th, 2002. Telephone service is given from 8 :00 a.m. ---8:00 p.m. while telephone message-leave service from 8:00 p.m. till 8:00 a.m. next morning. At the same time, various services including Expert telephone consultancy, internet broadcasting and guidance on spot. By February 17th, 2003, 2578 telephone consulting services have been received, involving an average 130 telephones per day with 100 % response.
People’s Life
Life Expenditure : In 2002, residents per capita spent 5, 311 yuan in Shanghai suburbs, up 11.7% from last year. The spending on food is 1,872 yuan, 2.2% lower than last year while spending on clothing is 226 yuan, same as last year. Spending on living consumption is 1,392 yuan, up 56.4% while spending on household commodities is 281 yuan, 4.4% lower than last year. Spending on medical care is 280 yuan, up 5.7% from last year and spending on education & entertainment is 881 yuan, 1.8% lower than last year. Spending on traffic and telecommunication is 462 yuan, up 35.9% from last year. Per capita living space reached 57.1 square meters, up 4.4% from last year.
Durable Consumer Goods: By the end of 2002, average penetration rate of durable consumer products in every 100 suburban household are listed as follows: 120 televisions, 71 washing machines, 31 VCD, 83 motorcycles, 79 refrigerators, 24 air-conditioners, 103 telephones, 63 mobile phones, 53 water heating machines and 12 computers.
The Habitants’ Saving: By the end of 2002, bank savings owned by suburban Shanghai residents exceeded 25.1% from previous year to 126.523 billion yuan.
Social Security: Social security system has been further perfected since 2002. Average coverage of rural old pension reaches 92% while medical insurance covers 72%.
Migrants From Three Gorges: Under the requirement of Constructive Commission of the State Council, 1305 families with total of 5509 migrants from three gorges have been settled down in 377 villages of 69 towns in Shanghai suburban area.
