Agriculture Output : In 2002, Shanghai generated a total of 8.824 billion yuan in agriculture added value, up 3.2% from last year. On average, each agricultural laborer generated an agricultural added value of 10,000 yuan. Total agriculture output value reached 23.376 billion yuan in 2001, up 2.7% from last year. From 1978 to 2001, Shanghai agricultural added value increased by 70 %, while agriculture output nearly doubled. The average annual growth rate is 2.3% and 3.7% respectively.

 

Structural Adjustment : In 2002, industry of plant, forest, livestock farming and aquaculture  occupied 41.6%, 3.3%, 35.7% and 19.3% of the total agricultural output value. Compared to 1997, plant industry and livestock farming decreased to 0.1% and 7.5% while forestry industry and aquaculture have risen 3.1% and 4.5%. The overall layout of ¡°Three one-third¡± farm land  (gardening, cash crops, qualified oil & cereal area each occupy one third) and ¡° four breeding & raising areas¡± will be further promoted. Constructive rates of agricultural and economical products have been adjusted from 43:57 last year to 40:60 this year. 

 

Agronomy:  In 2002, total value of agronomy is 9.721 billion yuan, up 1.8% from last year. Units for grain and oil bearing crops have been decreased by 460,000 mu with the output to 1.3 million ton, 14% lower than previous year. Units for cash crops have been increased to 200,000 mu, with more plantation of water melon & muskmelon¡¢flowers¡¢sweet corn. Average output value of vegetables per mu is 5800 yuan, up 600 yuan from last year with total vegetable output value to 4.37 billion yuan, up 12% comparatively.

 

Afforestration : In 2002, Total output value of afforestration is 775 billion yuan and the figure doubled from last year. By the end of 2002, 310,000 mu of woodlands has been completed in Shanghai suburbs with total production of 280,000 ton and total output value of 700 million yuan.  Fruit trees of economic forestry occupy 87.5%, cut flowers and pot flowers reach 16,000 mu, cut flowers & cut leaves occupy 9,600 mu, generating annual flower sales to 210 million yuan, 60 million pot flowers to 620 million yuan and US$ 3 million by export. 215,000 mu of afforestration has been completed, among which 780,000 mu is for forest coverage, 120,000 mu is protection forests, 310,000 mu is for industrial use, 183,000 mu is for nursery and young plants.  Forest coverage in the city is over 12.2%, up 1.8 % from last year. 200 million yuan have been invested by the local government for afforestration construction, which brought about 1.3 billion yuan from society, counties and towns. A total of 1.5 billion yuan has been investment, ranking the highest over the years. Operation for thousands of woodland has been carried out. In Sept. 2002, an international academic seminar on ¡°eco-modern city¡± was held in Shanghai.

 

Livestock farming: In 2002, livestock farming in Shanghai generated 8.348 billion yuan, 5.3 % lower than last year. The city also produced 4.5 million heads of hog, 6 % lower than last year,  166,500 tons of eggs in the market, 1.3 % lower than previous year. Cow raising reaches 60,000 heads, generating 277,200 tons of milk, up 3.7 % from last year. The city also raises 24 million heads of special poultry, up 20 % than last year, among which, 5.11 million heads are meat pigeons, 3.69 millions are wild ducks.

 

Aquaculture : In 2002, total output value of aquaculture was realized to 4.513 billion yuan, up 12.5% than last year. Area of fish ponds occupies 670,000 mu, an increasing of 100,000 mu than last year. Extension aquaculture outside Shanghai occupies 550,000 mu, increasing 200,000 mu than last year. Total production of aquiculture generates 208, 700 tons, among which, shrimps and crabs are developed rapidly, which exceeds 1.94 billion yuan, up 18% from last year and 43% of the total production.

 

Agricultural Industrialization : In 2002, conference on speeding up agricultural industrialization was held in Shanghai following a series of relative policy. 16 key enterprises have been regarded as the municipal-level companies while 3 enterprises have been considered as the state-level  companies. At present, there are 350 of such companies, among which 37 are newly established ones with 70,000 employers and fixed assets reach 5.5 billion yuan. These leading companies play an important role in bringing up the structure adjustment and income increasing of the farmers. During this year, Vegetable Export and Process Association was established and Milk Association was re-organized.

 

Modern Agriculture Zone: Total investment of 3.46 billion yuan has been injected into the 12 municipal-level modern agriculture zones since 1999, among which 2.56 billion yuan, 74% of the total has been used for investment absorbing and introducing. At present, nuclear districts in Shanghai have formed basic framework as ¡° square farmland, smooth irrigation, green land network, easy traffic flow£¬abundant water and electricity, well-connected facilities & installation ¡±. By the end of year 2002, 20 famous brands of agro-products have been promoted. 73,000 mu of standardized bases for agro-products have been established. 62,000 mu of agriculture by order has been developed. 306 items on development and research have been introduced, among which 50 are foreign-funded.

 

Safaty & Quality supervision on Agro-products: Since 2002, a survey on qualified farmland environment has been conducted with an area of 1.34 million mu including 150 vegetable farms, 10 main export-oriented vegetable bases and 5 production bases of famous and fine-quality fruits.  Strengthening the input & management in agriculture, the city lays emphasis on the management of agriculture products, rectifying and stipulating farm pesticide, veterinary medicine, feed and feed additives, especially the force of execution and suppressing the unauthorized production sites, supervising & control of all the vegetable farms and 500 vegetable growers. 156 farms, 100 vegetable dealers and 398 pig farms have been checked by random. The city also established three regulations to further establish and perfect the follow-up on safety & sanitary, quality testing and quality promise. 4 million immune ear marks have been sent for the whole year. At the beginning of 2002, import channels of livestock & its products and poultry have been cut down from 23 to 8 with 24-hour supervision.

 

Opening Up of Agriculture:  In 2002, the city further strengthens the possibility of absorbing agricultural investment. Shanghai approved 57 foreign-funded agricultural projects with total contracted foreign investment of US$ 0.178 billion, up 1.57 times from last year.  The export of agricultural products produced in Shanghai suburbs reached US$ 0.304 billion, up 24% from last year. The cooperation and communication of agriculture to outside world have been further enlarged.

 

Agriculture Machinery: Since the reform and opening up to the outside world, mechanization level of agriculture has been increased continuously in Shanghai suburbs. By the end of 2002,  total power of agricultural machine has amounted to 1.6 million kilowatt, comprehensive mechanization rate reaching 62%. More than 90% of fields are worked on with agricultural machinery and 1.59 million mu of paddy rice are harvested by machinery, the industrialized rate is 79.2%, up 11.4% from last year. 600,000 mu are harvested by secondary wheat, and the industrialized rate is 98.9%. The united harvest machine that works across the district amounts to 723 and 220,000 mu has been harvested by machine. The rate of rice breeding by machine is 25.4%, and the rate of wheat breeding by machine is 29.6%. 90,000 square meters of greenhouse are generated in the whole year.

 

Water Conservancy: In 2002, the technology of water conservancy improves greatly to meet the adjustment of agriculture structure, including the research in computer skills, automatic control development, expanding in sprinkling irrigation, drop irrigation and mini-irrigation and other new technology. The construction of water conservancy in farmland as model is further strengthened.

Listed as the key construction items, restructure of Chongming water conservancy is the first step to be started in November 20.
