The investment circumstances of Jinshan District
Jinshan District is located in Hangzhou Bay. As the center of Shanghai, Hangzhou, Yong and Zhoudshan Peninsula economic area, it is the southwestern gate of Shanghai city. Its rich land resource; 23.3 kilometers’ coastline and natural conditions for deep-water port construction constitute an advantaged geography, environment and economic radiation. As the largest district of Shanghai city, it has a total area of 586.05 square kilometers and a population of 530,000, administering fourteen towns and one avenue. The famous oversize enterprise---Shanghai Petrochemical Company Ltd. and part of Shanghai chemical industry zone is situated within the district. Jinshan has a convenient traffic: Shanghai-Hangzhou Railway, Jinshan Railway branch and Tingwei Road, Xinwei Road cross the district from south to north; and 320 national highway from east to west. The establishment of Shanghai Jinshan Quay opens the sea passage from Shanghai to Ningbo. Along with the quickening pace of Shanghai’s highway construction, a highway network of “two horizontals and three verticals” will come into being by 2005 and the traffic conditions will take a substantial leap.

Evolution of history: long history, rapid development
Jinshan is an old land. As early as the Neolithic Age, there were human activities here. During the Spring and Autumn Period, township was set up, which later became town of sea transportation and military importance on the southern bank of the Yangtze River in the Ming Dynasty. In 1726 Jinshan County was set up. Jinshan experienced several glories in the long run of history. After the founding of the People’s Republic of China, especially since the end of the 70’s economic reform, Jinshan’s history has turned on a new leaf. Since 1992, the GDP increase by 24.9% each year. It ranked among the first 100 national counties of strongest overall strength, in 1994 the 21st.

In April 1997, by the approval of the Congress, Jinshan County and China Petrochemical Company Shanghai Jinshan Industrial Company join in a united administration. The county was rescinded and the District founded. The history of Jinshan again turned on a new leaf and began to compose a new chapter for the realization of another leap.

Since the founding of the district, “through 20 years endeavor, develop Jinshan into a modernized seashore new city with urban and rural integration” has become an ideal of 550,000 Jinshan people. In these three years, the cadres and grassroots of Jinshan carried forward the flagging spirit of “recognizing the situation, facing up to the difficulties, up to the neck in solving problems, seizing opportunities and making progress”; continuously emancipated the mind, making innovations, promoted all-round construction of two cultures, and pushed the economic and social development of the district up to a new step. Compared with 1997, the gross economic strength was further reinforced. The GDP of the district increased by 27.5%, industrial production 44.2%, agricultural production 8.2%, social consumable retailing volume 52.5%, local financial income 109.1%, contracted foreign investment 185.7%, and real estate investment 63.9%.

Infrastructure facilities: prominent emphasis and daily optimization
 In the three more years after the founding of the district, 47.8 kilometers’ roads were built or rebuilt; the average length of road per square kilometer is 0.94 kilometer; newly built and rebuilt village roads 116 kilometers. The newly built green covering is 1.64 square meters. The district was granted “national gardening and forestation advanced area” and ranked in “top ten best forestation city”. The rate of urbanization is 35.78%. IP Broad Band multimedia net of communication was established ahead of the whole country; meanwhile “Broad Band connected to every building in the town” was realized.
