The construction of Shanghai’s experimental city---new Songjiang is fully start-up
Being an experimental unit of Shanghai’s “one city nine town” construction plan,  New Songjiang city Plays a very important role in the city planning. The new city will be fully accomplished by 2005,when the Songjiang District will become a middle-scale modern city echoed with the cosmopolitan.

Located on the southwest part of Shanghai suburb, Songjiang District enjoy a convenient transportation and well developed economy. It is 40 kilometers from the downtown, 25 kilometers from the Hongqiao Airport and 70 kilometers from the Pudong International Airport. The Shanghai—Hangzhou superhighway and Shanghai—Hangzhou railway run through the city. Fanshong highway, which is the main road of New Songjiang city, connects Shanghai-Hangzhou and Number 318 national highway with the Shanghai—Nanjing superhighway. The Shanghai-Songjiang overhead railway which starts from downtown, passes the “Shesan” national traveling site and end in New Songjiang city, will be constructed soon.

The scale and size of New Songjiang city

The scale and size of New Songjiang city is settled: At present, the population of the city is 300,000 and the construction area is 36 square kilometers. In the future, the population will reach 500,000 and the construction area is 60 square kilometers. The most important project in resent construction is the example area of New Songjiang city, which covers 22.4 square kilometers. The basic arrangement of the example area will be like this: a cross-shaped greenbelt belt located in the center; to the north is Songjiang University Park (which is the biggest within the country and is under construction ) and railway hub; to the south is administrative center (which is under construction) covering 390,000 square meters with one 70,000 square meters city plaza and one 90,000 square meters opening park; to the southwest is a top grade uptown with British flavor covering one square kilometer; to the east is a sightseeing river with sound environment. All this will display a beautiful scenery combined cosmopolitan taste with local character.

The character of the city planning

1 perfect ecological environment
The new Songjiang city’s standards of virescence, sewage and garbage disposing, atmosphere quality and yawp control have reached first class international level. The area of public greenbelt is 8,000,000 square meters, the ratio of concentrated greenbelt is 22% and the ratio of virescence in example area is 46%. The New city borders Shanghai “Shesan” national scenic resort on the north, the green city and green hill linked together, forming a beautiful scenery . The feature of this city’s planning is “green land and green hill”.
　2 The style of “one city with two different looks”
The old city area is traditionally famous for its history and culture. Through renewing, repairing and protecting the historical heritage such as historical resort, business district built in Ming and Qing Dynasty and Yue temple religious culture street, the old city area demonstrate its culture and characteristics more clearly. While the example area of new city emphasizes on European architecture style and modernization, a uptown covering one square kilometers with special flavor will be built in this area so as to display the special feature and fascination of the new Songjian city .
3 The function of the city is complete
The city is designed and built at medium-sized level in accordance with the standards of internationalization, information and modernization. The modernized public facilities, such as Songjiang university park, the first people’s hospital, the callan activity center, the library, business streets at the both sides of central cross greenbelt and the high-class business center, provide all the necessary functions of the city and can satisfy the demand of the people at all aspects.  
4 The high standard of modernization
The IP and ATM cable network covers the whole New Songjiang city. The percentage of using the clean natural gas has reached 100%. The high standard power supply system will ensure the supply of electricity. The reliability is above 99.96%, reaches modernized city construction standard.
The construction of the new city is divided into two phases
The first phase ended in 2002, giving priority to the construction of basic establishment and environmental facilities. Within this phase, the north-south road, east-west road and the road round the city was completed. forming a transportation pattern of “5 avenues and 6 streets”. Also the important spur track network both within the new city and old city was accomplished and the Songjiang overhead railway was being built. The most characteristic environmental facility is the grand cross greenbelt. From east to west it is 3.1 kilometers long and 300 meters wide; from south to north it is 1.5 kilometers long and 250 meters wide. The total area of this greenbelt is 1,140,000 square meters
The second phase(2003-2005) will give priority to the construction of houses and public facilities. At that time, the living district and its necessary accessories  will be completed, and provide service to 300,000 people. 3,180,000 square meters houses will be built in new city area.  500,000 square meters old houses will be reconstructed and 500,000 square meters new houses will be built in old city area. The principal part of Songjiang overhead railway will be completed and be put into test.
