IV. Time Limit
Shanghai Office of Veterinary Medicine and Drug Administration shall decide within one month whether to approve the application upon receipt of all the documents for application.

V. Qualifications for Applicants
A. Applicants: those who need to import from abroad veterinary medical products.

B. Veterinary medical products to be imported must obtain the Veterinary Medicine Import Licence ratified by the Ministry of Agriculture and must have legal veterinary medicine marketing enterprises as their appointed commercial agents in China (biological products for animal use should have a sole general commercial agent for sale) before they can be imported.

VI. Procedures for Application
Establishments that need to import veterinary medicine shall fill out the Application Form for Import of Veterinary Medicine, which, after being approved by the competent departments concerned, shall be sent, together with photocopied Veterinary Medicine Import Licence and photocopied Business Licence for Veterinary Medicine of the import agents, to Shanghai Office of Veterinary Medicine and Drug Administration for examination and verification.

VII. Business Procedures
A.    Upon receipt of the Application Form for Import of Veterinary Medicine, Shanghai Office of Veterinary Medicine and Drug Administration shall examine and verify the import establishment, species of the veterinary medicine to be imported, and the import amount and shall issue the applying establishment the Veterinary Medicine Import License after approval. Application for the import of biological products for animal use shall be reported to the Ministry of Agriculture for examination and ratification after being assessed by Shanghai Office of Veterinary Medicine and Drug Administration.

B.    Establishments applying for a small amount of unregistered veterinary medicine for urgent production need or for scientific research and experiments shall fill out the Application Form for Import of Veterinary Medicine, which, after being assessed by the competent departments concerned, shall be reported to the Ministry of Agriculture. Establishments under the local administration shall seek the approval of Shanghai Office of Veterinary Medicine and Drug Administration.

C.   Only after obtaining Veterinary Medicine Import Licence shall establishments that need to import veterinary medicine sign contracts of import. The contracts shall be signed in accordance with what is stipulated in the Veterinary Medicine Import License in terms of the name of the veterinary medicine, the specifications, the amount, the manufacturer, and the quality standard.

D.   Feed-lots, feed-processing enterprises and production enterprises that are in need of importing veterinary medicine on a regular annual basis can apply for annual import plans and obtain Veterinary Medicine Import Licence once and for all the year round. For any change in the import plans, applications should be filed to the initial examination and approval administration.

D.   Such enterprises that are engaged in veterinary medicine and feed additive production as Chinese-foreign joint ventures, Chinese-foreign cooperative ventures, solely foreign-funded enterprises, and enterprises dealing with processing imported materials and compensation trade, whose products are not sold in China, are free to register their imported raw medicine. On providing Veterinary Medicine Production Licence, business Licence and contracts of processing, enterprises in need of imported veterinary medicine shall apply for Veterinary Medicine Import Licence from Shanghai Office of Veterinary Medicine and Drug Administration and shall report it to the Ministry of Agriculture for filing. The raw medicine imported is subject to their own use and is not allowed for sale or transfer. They shall apply for registration and abide by what is stipulated in A and B if their products are to be sold in China.

VIII. Standards for Charges and Their Grounds
Imported veterinary medicine that has registered in China shall be issued, after examination and verification, Veterinary Medicine Import Licence, which costs RMB20 yuan each.

Veterinary medicine that has not registered in China and that needs special approval for import shall be issued, after examination verification, Veterinary Medicine Import Licence, which costs RMB50 yuan each.
