Formalities:
For the state-owned and collective-owned forests, timber and forestland, private-owned timber and forestland in current use, the applicant shall apply to the forestry administrative governing body of the local government at county level or above for registration if no ownership disputes are involved. The local government at county level shall register and issue the certificates to identify the use right of the forestland and ownership of the timber. For sheltering forests in coastal areas, the applicant shall apply to Shanghai Agriculture and Forestry Bureau for registration. Shanghai Municipal Government shall register and issue the certificates to identify proprietorship of the forests, timber and forestland and ownership of the timber.
Procedures:
The applicant shall apply to the forestry administrative governing body at county level or Shanghai Agriculture and Forestry Bureau and submit evidencing materials to identify the proprietorship of forests, timber andforestland. The forestry administrative governing body shall have field survey to verify and report to the Government at district or municipal level for registration and issue of the Certificate of Forest Ownership.
