Formalities:
(1) Felling for purpose of raising or renewal of shelter forests and special-use forest
(2) Fulfilling the task of afforestation after its felling operation in the previous year
(3) Taking precautions against the occurrence of serious cases of unscrupulous cutting, forest fire or widespread insect pest in the previous year
(4) To fell timber in the annual quota ratified by the State Council, the applicant entity shall file the application with forestry administrative governing body at district level, which shall report to Shanghai Agriculture and Forestry Bureau for ratification upon approval of preliminary review. To fell timber beyond the annual quota ratified by the State Council for Shanghai, the application shall be reviewed by Shanghai Agriculture and Forestry Bureau, which shall submit the application to National Forestry Bureau for ratification.
For application for cutting the guarding forest of road and railway for renewal, the processing authority shall issue the License for Timber Felling in line with relevant provisions and within the quota of annual felling in Shanghai ratified by the State Council.
Village dwellers may cut down timber in the private farming lot and proprietary odd timber around the premises without having to apply for the License for Cutting Down Timber.
Procedures:
After preliminary review, the Forestry Section of Shanghai Agriculture and Forestry Bureau shall report to the head of Bureau for approval or for review. For approved application, the applicant entity shall be charged the fee of forest vegetation restoration and receive the License for Timber Felling.
Charging rate and basis:
Calculated on the basis of projection area of timber (Basis: Attachment 6 of Detailed Rules for Type B Technical Operations in Consecutive Checking of Forest Resource)
The fee of forest vegetation restoration: RMB 30,000/mu,
