The application for the compensation for the land used for forest development and construction will be conducted in every spring and autumn.

Farmers who are engaged in economic forest development and construction on their contracted land shall submit an application to the local villager committee before the end of April or October every year and shall fill out the Registration Form for Shanghai Economic Forest Development and Construction after the application is examined and registered by the villager committee. The Form covering the type, area, and scope of the economic forest in question and the time for the completion of the economic forest (separate forms will be provided) will be reported to the forestry stations at the village or township level for initial examination and then to the competent forestry administration at the district or county level for further examination after being collected by the forestry stations at the village or township level.

Social organizations, enterprises, government institutions, and individuals that have rented turnover land for economic forest development and construction shall submit an application to the forestry stations at the village or township level before the end of April or October every year and shall fill out the Registration Form for Shanghai Economic Forest Development and Construction after the application is initially examined and registered by the forestry stations at the village or township level. The Form will be reported to the competent forestry administration at the district or county level for further examination.

Before the end of every May or November, the competent forestry administration at the district or county level, together with the administration of finance at the district or county level, will check and verify the areas of land for economic forest development and construction reported by the villages and townships and will fill out the summary statement for economic forest development and construction in the district or county. The summary statement will be reported to the Municipal Bureau of Agriculture and Forestry and the Municipal Financial Administration respectively.
