Application procedure:
In the case of transplanting 1) the trees or sidewalk plants in the public vegetative coverage; 2) the trees with the master diameter of 25cm or above; 3) more than 5 trees at the same site, the application shall be submitted to the county (district) forestry authority, then be submitted to the Municipal Bureau of Agriculture and Forestry for approval after the primary verification.
In the case of transplanting the trees stated in the above clause, the application shall be submitted to the district (county) forestry authority for approval.
In the case of transplanting the trees within the scope of farm or water service system other than the coast shelter belt, the application shall be submitted to the municipal appropriate authorities respectively.
Handling procedure: The applier shall be issued with“License of Forest Transplant”in the case that the application has been verified by the Forestry Office of Shanghai Municipal Bureau of Agriculture and Forestry and approved by the bureau leader.

Handling term: The comments of verification or approval shall be given within 7 working days from the date of accepting the application.
Applier qualification: Except for the scattered trees planted around the rural residential house or in the self-retained plantation and privately planted in the courtyard of urban residential house, all the production-oriented operations including transplanting or moving out of garden shall apply for the license of transplantation.
In the case of transplanting the sidewalk trees or the road shelter forest during the reconstruction or extension of railway or highway, it shall be arranged in the semester for tree (forest) transplantation except for the emergent projects.
