Items subject to examination and approval:
I. Items concerning the import of seeds for commercial purposes
A. whether the businesses are qualified for conducting the import of seeds;
B. whether the seeds to be imported are fit for growing in China and whether the quality of the seeds is up to the standard;
II. Whether businesses to import seeds for the purpose of cultivation for overseas uses have such contracts;
III. The amount of the seeds to be imported for experimental purpose.

Requirements for the examination and approval
I. Enterprises conducting seed import shall be examined by the local agricultural administration at the provincial level and shall acquire its consent.
II. Enterprises that apply for the import of commercial seeds should acquire the crop seed business license examined and issued by the Ministry of Agriculture and the license of seed import & export examined and issued by the Ministry of Commerce (The import of seeds for the purpose of cultivation for overseas uses     and for experimental uses may not be restricted by the above conditions).
III. The quality of commercial seeds being applied for import shall meet the state or the industry standard. Where there is lacking in the state or the industry standard, the standard for quality should be measured in accordance with what is stipulated in the contract signed. Major crop seeds to be imported should pass the variety approval.
IV. The following documents are required for the examination and approval:
A. The Examination and Approval Form of Crop Seed (Seedling) Import (Export);
B. The Crop Seed Business License;
C. The Business License of the enterprise;
D. The Import & Export Trade License (Businesses that apply for seed import and export but have no export and export right must entrust agents that have import and export rights to act for them and must provide the business licenses and the Import and Export Trade License of the agents);
E. The Variety Approval Certificate if the seeds to be imported are major crop seeds; and
F. The Examination and Approval Certificate for the Safety of Agricultural GM Organisms or other documents that ratify the import of agricultural GM organisms in case of the application for the import of GM seeds.
Procedures of the examination and approval:
I. The accepting and handling of documents
 The Comprehensive Office for Administrative Examination and Approval of the Ministry of Agriculture will accept and handle the Examination and Approval Forms of Crop Seed (Seedling) Import (Export) and other related documents submitted by the agricultural administration at the provincial level and will conduct the preliminary examination.
II. The examination of projects
The administrative department of the planting industry under the Ministry of Agriculture will examine the submitted documents in accordance with the relevant rules and regulations of the state.
III. The transaction of approval documents
The administrative department of the planting industry under the Ministry of Agriculture will be responsible for the transaction of approval documents in accordance with the examination results.
