The Primary Industry I. The goal to be achieved To accelerate the strategic adjustment of agricultural structure, promote land intensification and agricultural mass management, innovate agricultural functions, strengthen the agricultural sector by means of science and technology, enhance the comprehensive competitiveness of agriculture, and preliminarily build a modern urban agriculture suited to the status of Shanghai as an international metropolis by the year 2010.
II. Major tasks A. To implement the strategy of invigorating agriculture through science and technology and enhance the application of science and technology and the organizational level in agricultural gardens; B. To strengthen the service functions of agriculture and make great effort to develop resource agriculture, facilitated agriculture, export-oriented agriculture, and eco-agriculture so as to set up a platform to provide services to the nation’s agriculture; C. To start from the goal of establishing an ecological environment featuring the harmonious co-existence of human beings and the nature and strengthen the eco-functions of agriculture in an effort to create a “green lung” for the citizens, to strive for the prompt implementation of returning cultivable land to forest, to shape a preliminary pattern that features trees & flowers, horticultural vegetables & fruits, and quality grains and oil production, each occupying one third of the farmland, and a layout characterized by the four sub-districts of the breeding industry in the suburbs.
The Eco-Environment Aiming at improving the urban ecological environment and protecting citizens’ health, we should form the idea of “giving priority to environment, sustainable development and green civilization”, prevent and reduce the possible negative impacts of urban development on the environment. Taking greening and forestry construction as the first requirement of urban ecological development, we should promote urban greening and forestry construction on a large scale, give emphasis to the diversity of species and the protection and restoration of the habitat of biology, soften river banks, and conduct treatment and protection of urban environment in an all-round way, in an effort to push forward the coordinated development of the city’s economic, social and environmental undertakings.
Greening Construction I. The goal to be achieved A. By 2007, the per capita green of the city will have reached 12 square meters and the city’s greening coverage will have reached 38%. The public greenbelt blind zone within 500 meters around in the city proper will have been eliminated and the city’s forest coverage will have reached over 22%, thus fundamentally establishing the greening system featuring the combination of various forms of greening and the ecological corridors along the banks of the Huangpu River, the Suzhou Creek and Yan’an Road in the downtown area. In the suburbs, an ecological pattern characterized by “two rings and sixteen corridors; three belts and nineteen patches” will be formed. B. By 2010, the city will have, by and large, reached the greening level typical of international metropolises, with its per capita green reaching 15 square meters and its greening coverage 40%. The forest coverage of the city will have reached 25%. II. Major tasks A. The construction of greenbelts in the city will be promoted and great efforts to construct large greens and green patches in the downtown area will be made. The suburban towns will be constructed in accordance with the requirement of ecological towns and the indicators and quality of the greens in the towns will be better than those for the downtown area. B. Vigorous effort should be made to promote the construction of large patches of forests along the Huangpu River, Sheshan and Chongming and that of water-conserving forests and coastal shelter forests along the upper reaches of the Huangpu River. By 2007, new patches of forestland in the suburbs will have amounted to 900,000 mu and there will have been another 300,000 mu of such land by 2010. C. According to the requirement of building an ecological island, efforts should be made to strengthen afforestation and greening construction in Chongming and to protect the environment. By 2007, the newly increased forestland will have amounted to 320,000 mu. D. Attention should be given to the diversity of species and the protection and restoration of wetland. Greater efforts should also be made to protect the natural reserve on the east beach of the Chongming Island and to make Jiuduansha wetland reserve a reserve under the protection the state level.
With the large-scale construction of urban greens and suburban forests as a symbol, greater importance should be attached to “an eco-city” and “a green Shanghai” so as to boost the image of Shanghai. Greening is considered a symbol of the ecological civilization of a city. The construction of urban greens and suburban forestland in an all-round way should be promoted by means of taking the opportunity of building a national garden city. While priority should be given to the increase of greens and space in the city proper, focus on the increase of forestland and ecological construction will be laid in suburbs, with an aim to establish a new ecological image of metropolis featuring the combination of forest and waters and the integration of the city and green. An ecological city with “green” as its theme should be built. By 2010, a greening system characterized by the combination of various means of greening in the urban area and a scenic ecological corridor along the Huangpu River, the Suzhou Creek and Yan’an Road should be established by and large.
Shanghai’s Investment in Forestry in the Next Several Years According to Shanghai Urban Forest Planning, by 2010 and 2020, the urban forest coverage of Shanghai will have reached over 25% and over 35% respectively. On November 6, 2003, the municipal conference on forestry ascertained the forestry construction tasks from 2003 to 2007. It is scheduled that the forest coverage of Shanghai will have reached over 22% by 2007 and the municipal government will invest over RMB1.8 billion yuan in forestry construction in the next five years.
