| As is stipulated in the Draft of Measures for the Raising of Livestock and Poultry in Shanghai, Shanghai Municipal Government has, in accordance with the ecological environmental functions and the environmental bearing capacity of the land, divided its territory into three areas: the area where livestock and poultry are forbidden to be raised; the area where adequate control should be taken on the raising of livestock and poultry; and the area where livestock and poultry can be raised in an adequate manner. The waterhead protection areas, the areas within the city’s outer ring road, the areas 2 kilometers away from the banks of the Suzhou Creek, and the areas 2 kilometers from the central towns of the suburbs are where livestock and poultry are forbidden to be raised. Jiading, Minhang, Qingpu, Baoshan, Nanhui and the areas north of the Dazhi River are the controlled raising areas. The rest of the areas are where livestock and poultry can be raised in an adequate manner. No livestock and poultry farms should be established within the areas where livestock and poultry are forbidden to be raised, and the existing livestock and poultry farms should be closed by the prescribed time limit. No construction and expansion of livestock and poultry farms should be conducted within the controlled raising areas and the existing small livestock and poultry farms should be closed step by step. Construction, expansion and rebuilding of livestock and poultry farms are allowed within the areas where livestock and poultry can be raised in an adequate manner. But small livestock and poultry farms should be gradually reduced in number. At present, there are 971 large-scale livestock and poultry farms (referring primarily to the pig farms that have over 1,000 pigs, the diary farms that have over 100 milking cows and the poultry farms that have over 10,000 fowls) and over 3,000 small scale livestock and poultry farms in Shanghai.
