1. Policy to subsidize grain farmers The farmers subject to the subsidy are those who grow rice within the territory of Shanghai and the subsidy will be metered out in accordance with the practical planting acreage. The standard for the subsidy is as follows: RMB60.00 yuan per mu for a planting acreage of 5 mu or less; RMB70.00 yuan per mu for a planting acreage of 5-15 mu (including 15 mu); RMB80.00 yuan per mu for a planting acreage of over 15 mu. The time limit for the subsidy is from 2004 to 2006 and the subsidy is to be different in different districts and counties in line with their financial strength.
2. Policy to subsidize state purchase of autumn grain The farmers subject to the subsidy are those suburban farmers selling their surplus grains. The standard for the subsidy is RMB0.06 yuan per kilogram of grain. Subsidy used to increase the grain storage of the city shall be shouldered by the municipal financial department, different from that used to increase the grain storage at the county level, which shall be jointly shouldered by the financial departments at the municipal and district or county level.
3. Policy to subsidize quality rice seeds The farmers subject to the subsidy are those growing rice species that have been on the list of the municipal quality rice popularization program of the year. The species subject to the subsidy are the following three: “Hanyouxiangqing”, “Shenyou 4” and “Jiahua 1”. The standard for the subsidy, made in accordance with the city’s average amount of seeds planted per mu, is as follows: the financial department at municipal level shall subsidize RMB2.00 yuan per kilogram of the quality seeds of hybrid rice and RMB1.00 yuan per kilogram of the quality seeds of normal rice. The time limit for the subsidy is from 2004 to 2006.
4. Policy to subsidize the planting of green manure crops The farmers subject to the subsidy are green manure crop growers that plant such winter species as Chinese milk vetch, alfalfa and beans. The standard for the subsidy is made in accordance with the practical planting acreage and the municipal financial department shall subsidize RMB30.00 yuan per mu planted. The time limit is from 2003 to 2005.
5. Policy to subsidize investment in the construction of “three high” farmland Investment will be increased in the agricultural infrastructure on the basis of the completion of 600,000 mu of “three high” farmland, with a plan to make investment in the construction of 400,000 mu of “three high” farmland in the major suburban grain production areas and other grain production areas, which are to be supported by roads, trenches and ditches for easy drainage and irrigation so as to ensure stable and high yields despite drought or excessive rain.
