Recently, the Ministry of Agriculture has issued a notice on the printing and publication of Six Prohibitions on the Enforcement of Administrative Law Governing the Fishery Industry and requires the strict enforcement by the competent administrative departments at all levels.
I. No entrance to entertainment venues of various kinds for consumption with official uniforms on;
II. No fines or charges without legal bases or valid receipts;
III. No claim or acceptance of money or article bribes from the administered parties;
IV. No secret division of fines and goods confiscated;
V. No fraud, abuse of power, or transaction of certificates and credentials pertaining to the fishery industry against the legal proceedings or the established standards; and
VI. No participation and engagement in fishery-related production and management activities.
Civil servants in the administrative law enforcement agencies of the fishery industry violating the above prohibitions may rang from disciplinary warnings, suspension of certificates for administrative law enforcement, termination of the qualifications to sign relevant certificates and credentials, to the removal from the administrative law enforcement team of the fishery industry, in accordance with their degrees of offence. Those who are suspected of crime shall be handed over to the judicial department and shall be dealt with according to laws. Leaders in charge shall be held accountable for failure to investigate, deal with, harbor, or be partial to actions that violate the afore-mentioned prohibitions
