Songjiang Export Processing Zone, which has initially established the informatiized management system regarding Customs clearing and the supervision and control of the logistics and processing trade, takes the lead in implementing the systematic management relying on informatization among all the export processing zones in China. Up to 7th, September 2003, 50 percent of the Customs declaration of the enterprises in the Zone has been made paperless. In addition, the Customs and banks have also been networked, which makes online tax payment possible. It is reported that the proportion of paperless Customs declaration and Customs clearing in Songjiang Export Processing Zone shall increase to 80 percent to 90percent.
Songjiang Export Processing Zone aims at developing itself into an export and production base focusing on the IT industry. It receives orders through the Internet and delivers goods within 48 hours. Customers may make online orders according to the “menu” and production enterprises are required to, within the specified time limit, manufacture products that meet personal requirements and conduct “door to door” delivery.
Presently, the Zone has completed the comprehensive cable-laying project. Enterprises are able to conduct online filing, online Customs declaration, and online verification of processing trade, and the Customs recording, examination and verification, and cancellation of the declaration are also processed online. In addition, the Customs has also developed in succession three operational systems, namely, “The Section for Domestic Goods and Materials”, “The Section for Transfer and Allocation of Domestic Goods and Materials”, and “The Section for Contemporary Entrance and Exit of Goods and Materials”. Moreover, a unified platform for the supervision and control of logistics has been established, carrying out around-the-clock supervision and control at the check posts.
The systematic management relying on imformatization has also pushed forward the development of enterprises in the neighboring areas and in other parts of the country. For instance, Dafen (Shanghai) Computer Company has its off-zone suppliers rapidly increased to 110 to date. They are mainly located in Dongguan, Shenzhen, Suzhou, and Wuxi, forming, therefore, a trans-regional, trans-provincial domestic industrial group.
