Recently, the Enforcement Supervision Group of Law on Animal Epidemic Prevention of the Standing Committee of the National People's Congress came to Shanghai for inspection. Han Zheng,, vice Party secretary and mayor of Shanghai, Gong Xueping, chairman of the standing committee of the municipal people’s congress of Shanghai, and Zhu Xiaoming, vice-chairman of the standing committee of the municipal people’s congress of Shanghai, attended the meeting.     In recent years, animal epidemic control and the wholesomeness of animal products in the suburbs of Shanghai have seen marked improvement. Presently, Shanghai conducts overall mandatory immunization system regarding major animal epidemics and it adopts mandatory immunization measures to bird flu this year, which turns out to very important to epidemic control.
Ever since 1982, Shanghai has promoted agricultural insurance. This year the city conducts basic insurance system to all the pigs, milk cows and poultry and the insurance rate reaches 100%. After the approval of China Insurance Regulatory Commission, Shanghai is preparing to establish the first professional agricultural insurance company in China.

    Currently, 300 or so pig farms in the suburbs have established the production information recording system, recording in details animal epidemic control and quarantine. Shanghai also conducts immunization labeling management system to domestic animals. So far, it has issued 8.96 million sets of pig ear tags, 110 thousand sets of cattle ear tags, and 900 thousand sheep ear tags, and the use of immunization ear tags has reached 100%. From 2002, over 350 thousand licensed dogs in the downtown area and suburban towns of Shanghai have been injected with electronic tags and the database platform of the dog raisers has been used to have an all-round supervision and management of dogs. Meanwhile, quarantine at the place of origin is strictly regulated to ensure the wholesomeness of the animal to be launched on market and prevent the spreading of epidemics. Presently in Shanghai, the quarantine rate of animals at the places of their origin reaches 100% and the slaughter quarantine rate remains at 100%.
