| Ever since 1991 when the city implemented the system of governing the village by the villagers and promoting the publicity of village affairs and democratic administration, all the 1,991 villages in different districts and county have set up special columns to make village affairs public and established village affair supervision teams; 98 percent of the villages have set up an examination and evaluation system governing the supervision of the publicity; 96 percent have established a democratic financing system; 90 percent have established a system of financial budgeting and final accounts; and 83 percent have set up a feedback system after the publicity of village affairs.
