Regulating Land Transfer and Protecting Farmers’ Interest

Shanghai begins to conduct a census on land contracting in its suburban areas so as to further improve the contracting relations. Last May, Jinshan District took the lead in conducting an investigation of the land contracted by farmers in the whole district and verified the acreage of the contracted land of every household in the process of continuing contracting in accordance with the Contract of Land Contracting and the Certificate of Land Contracting Managerial Right signed. It is learned that after the census, Jinshan District will constructed a data base for all the contracted land being verified and will conduct informatied management. Meanwhile, it will establish a registering system for land contracting certificates and improve the managerial records of the certificate. By means of reissuing the certificates and issuing new certificates, it attempts to issue certificates to all the contracting households.
