This year, Shanghai will set up a personal account for the vocational training of its suburban laborers. RMB2,000 yuan will be deposited in the account at the initial stage. With such an account card, the surplus laborers in the suburbs, just like the registered unemployed residents in the city, will be able to choose training agencies on their own and participate in the government-subsidized vocational training. To date, approximately 80,000 suburban laborers have obtained this account card.
