A System to Ensure the Stable Increase of Shanghai Farmers’ Pension Established
 

By the end of last year, the number of citizens in Shanghai who enjoyed pension had reached 255.4 thousand and the per capita monthly pension had been RMB132 yuan. This year, the municipal government has determined to adjust the monthly pension standard for each farmer over 65 years of age from RMB75 to 85 yuan.

By last year, 89.1% of the farmers had been covered by the rural cooperative medical care system of Shanghai. Together with other kinds of medical insurances, 98.3% of the farmers had been covered. The ratio between government subsidy and individual payment to the system was 1.5:1. The per capita cooperative medical expense reached RMB300.69 yuan, accounting for 48.11% of the per capita medical expense. The average compensation for major diseases reached RMB5,465.05 yuan. Meanwhile, over 100 thousand farmers aged 80 and above in the suburbs received free medical examinations and an updated health record has been set up for them. The dynamic management rate amounted to 100%.

This year, effort will be made to increase the level of farmers’ medical insurance, and the proportion of reimbursement and compensation for out-patient and emergency treatment and for in-patient treatment with medical expenses less than RMB5,000 yuan will be at least 40%. The proportion of in-patient treatment of major diseases with a medical expense of over RMB5,000 yuan will be at least 60% and the ceiling at least RMB50 thousand yuan. For the cases with medical expenses above RMB50 thousand yuan, a certain amount of subsidy will be provided through medical aids.
